A judge last week ordered Seminole County Clerk Maryanne Morse to pay $419 in legal costs in a lawsuit about legal costs. Sherryl Flowers had sued Morse last spring. Flowers wanted custody of her 14-year-old granddaughter, but she was indigent and didn't have the clerk's $225 filing fee. Morse ordered her to pay half right away and the other half in 30 days, so Flowers sued, saying even the poor have a right to the court system. She won, and Circuit Judge Clayton Simmons on Wednesday ordered Morse to pay Flowers' filing fee and other costs. Morse's policy and state law have since changed, making access to the legal system easier for indigents.
